About Us

The Building Standards Institute (BSI) is comprised of a recognized group of professional and experienced volunteers within the building industry. We draw our membership from a wide range of backgrounds and specialties, all committed to the same goal of improving standards and education within the residential building community.



Richard T. Edwards, Chairman

Richard T. Edwards

Dick Edwards is Chairman of the Building Standards Institute, a Licensed General Contractor and Expert Witness. He has been working in the field of construction and engineering for over 20 years. In 2005 Mr. Edwards was hired by Pacific InterWest Building Consultants as Vice President of Operations. He oversaw a six fold increase in staff and a doubling of division revenue for three consecutive years. Dick has numerous certifications as a building inspector and is also a certified Green Point Rater. Dick is also a certified Post-tensioned concrete reinforcement inspector and AAMA certified window installer. Mr. Edwards graduated from the University of Wyoming and holds two undergraduate degrees in the fields of Psychology and Natural Science/Mathematics.

Gary W. Hambly

gary_hGary W. Hambly is currently President/CEO of the California Construction and Industrial Materials Association which is the statewide trade association representing the interest for aggregate and  ready-mix concrete industry. Mr. Hambly served as President of HBA of Northern CA from 1990-2003 and as Director of Governmental Affairs for HBANC from 1980-1990. While under his leadership, Mr. Hambly conceived and implemented several state and nationally recognized policy and outreach initiatives. He brings to BSI an experienced and astute understanding of the political aspects of residential building.

David E. MacLellan

david_mAs a builder and graduate engineer, David MacLellan brings a builder and developer's background to BSI, as well as his extensive experience in all facets of housing development, light construction and defect analysis. He has provided expert witness testimony in over 300 cases, and is a highly regarded authority on defect litigation issues. He is the principal author of two publications on residential building standards. Professional affiliations include legislative liaison for the CBIA Construction Dispute Resolution Task Force, past president of the BIA of N. California, Eastern Division, Chairman Emeritus of Pacific InterWest Building Consultants, Inc.

Glen H. Martin

Glen H. MartinDuring his 35-year career in the construction industry, Glen Martin has held a variety of executive leadership roles for multiple startup companies and Fortune 100 corporations where his expertise in residential, commercial, and industrial construction helped orchestrate the successful completion of multi-million dollar projects around the world. Glen has been responsible for the architectural, structural and civil design, and construction oversight for multiple domestic and international residential, commercial, and industrial projects. In addition to his role as President and CEO of Pacific InterWest Building Consultants, Inc., Glen is also the principal of a project management firm servicing the oil industry in the Middle East. These efforts include the design, construction, and QA/QC of a variety of project types including offices, compounds, refinery improvements and community ventures such as refugee camps, parks, schools, and roadway improvements. As Division President of Standard Pacific and Group President of Toll Brothers, Glen was responsible for directing and managing all high-density and multi-family projects, in addition to all single-family detached, and townhomes in Northern California. Glen’s experience with land acquisition and planning, architecture, project and construction management, and quality control are evidenced in the high-end custom homes and multi-family projects he managed in California. As Chairman of the California Building Industry Association Codes and Energy Committee, Glen has worked with the Building Standards Commission and the Department of Housing and Community Development on a variety of laws and code changes. Glen is a licensed California Contractor (both A and B) and a licensed California Real Estate Broker.

Paul Menard

paul_mmPaul Menard is a Senior Facilities Planner with the California Administrative Office of the Courts (AOC), Office of Court Construction and Management (OCCM). The Judicial Branch of California state government, is currently undertaking a $6.5 billion Courthouse Facilities Program with lease-revenue bond funding. The program comprises 50 projects ranging in cost from $6 million to $634 million in 43 of California’s 58 counties. All new capital projects will achieve a Leadership in Energy and Environmental Design (LEED) rating of Silver. Mr. Menard was President of Paul Menard Associates (PMA), a full service design/build firm.  He has been an active and influential member of the architectural and design/build communities since 1979 and holds licenses both as a registered architect and general building contractor.  Projects completed by PMA include commercial buildings, office, retail, veterinary, and restaurant tenant improvements, private residences, and multi-family housing.  Mr. Menard is an alumnus of the Massachusetts Institute of Technology (B.S. Art and Design, 1977), a member of the American Institute of Architects, past president of the AIA Central Valley Chapter (2000), a member of the project review committee of the Smart Growth Leadership Council (a joint program of the Environmental Council of Sacramento and AIA Central Valley Chapter).

Robert Rivinius, CAE

bob riviniusRobert Rivinius is Principal of The RHR Group and is Executive Director of the Family Business Association. Bob served for 30 years as President and CEO of the California Building Industry Association, and also as President and CEO of the Greater Los Angeles World Trade Center Association. He has served as the elected President of the following organizations: National Association of Home Builders Executive Officers Council; Sacramento Society of Association Executives, which in 1985 named him Association Executive of the Year; and Big Brothers/Big Sisters of Greater Sacramento. He has also served on the Board of Directors of American Society of Association Executives and HomeAid America. In 1987, Gov. Deukmejian appointed Bob to the Board of Governors of the California Community Colleges. He was reappointed by Gov. Wilson and was President of the Board in 1993. Mr. Rivinius, a graduate of CSU-Sacramento School of Business and Public Administration, received the Outstanding Alumnus award from the CSU-Sacramento Business School and the Distinguished Service award from the CSU-Sacramento Alumni Association. In recognition of his experience, Mr. Rivinius was inducted into the California Homebuilding Foundation Hall of Fame in 2004.

Charles Schoenberger

bob riviniusCharles Schoenberger enjoys over 40 years in the home building and real estate development business. His knowledge of the homebuilding industry is extensive with early roots in the trades building foundations to finish work. Schoenberger began his career rehabilitating large apartment properties and then building custom homes. In 1978, he started with Broadmoor Homes as Director of Customer Service and then Director of Operations. In 1984 he joined the Lusk Company as Director of Operations and in 1990 started with O’Brien and Hicks as Director of Operations. In 1999, Schoenberger made partner in The O’Brien Group and was named Senior Vice President of Operations. Schoenberger successfully managed over 5000 homes in tracts and master planned communities with budgets in the hundreds of millions of dollars orchestrating the moving parts related to purchasing, engineering, construction management, and customer service. Projects included complex infrastructure such as lakes, sewer, water boosting plants, bridges and vineyards. He has a thorough understanding of the regulatory framework skillfully navigating public agencies on forward planning and the entitlement process. Schoenberger is keenly attuned to the trends, wants and desires of home buying customers. He has positioned O’Brien Homes as one of the top quality builders in the nation with one of the highest ratings in customer satisfaction. He has developed and implemented standards of operating and quality unheard of in the industry and has regularly contributed to homebuilding publications. Schoenberger has taught classes in Critical Path Scheduling (CPM) for the NAHB certificate program. He is a licensed contractor since 1982 and has served on the Board of Directors of the Northern California Building Industry Association, Building Industry Association, The Associated Builders and Contractors, over 30 Homeowner Association Boards, a variety of Architectural Review Committees and the Cordevalle Community Services District.

George E. Wolfson, AIA

george_wMr. Wolfson is a principal at the consulting firm Building Performance Network, with over 40 years experience in design/planning, real estate development, mediation/arbitration, and defect analysis for commercial, institutional, industrial and residential construction. He holds licenses as a registered architect, general building contractor and real estate broker. Mr. Wolfson was the lead designer/principal on projects such as the Baltimore Rapid Rail System and the Santa Barbara and Eureka freeway investigations. Professional affiliations include membership in AIA, NCARB, CSI and ICBO.  Mr. Wolfson also co-authored two publications on residential building standards and has received numerous awards of distinction for his designs.

Johnny Zamrzla

johnny_zzMr. Zamrzla has been involved in the construction industry since 1957. He brings a wide range of knowledge and unparalleled reputation to BSI, from field operations to expert witness services and consulting. As a licensed contractor, he is a recognized specialist in exterior envelopes of structures, with emphasis in water intrusion and the roofing and waterproofing industries. Membership and activities include President of the National Roofing Contractors’ Association; two-time Congressional Appointee to White House Conference on Small Business and Chairman of the Coalition for Quality Affordable Housing and President of the Construction Industry Legislative Council. Mr. Zamrzla has been the recipient of many awards and titles, including the RCA of Southern California Award of Excellence and the NRCA’s J. A. Piper Award, the national roofing industry’s highest award of achievement. He has also been recognized for special achievement by the California Senate, California Assembly and the Los Angeles County Board of Supervisors.
